The attack was the climax of a decade of worsening relations between the U.S. and militaristic Japan. In the 1930s Japan had invaded Manchuria and China, then in 1941 Japan occupied French Indochina.
The U.S. demanded the aggressive actions against China and Indonesia be halted. With the Netherlands and Great Britain, the U.S. then froze Japanese assets in their countries and imposed stringent economic restrictions on oil. This U.S. embargo on necessary supplies for war prompted the attack on Pearl Harbor.

I'll merely add that Admiral Yamamoto thought the raid a big mistake when they failed to totally destroy the American fleet, especially our aircraft carriers.
He is attributed with this memorable quote below:
Trying to keep the US out of the Pacific whilst they consolidated their gains and hopefully force the US to stay out for good. It did not work.
