You say that as if a) North Korea actually has nukes and b) China would ever let them do that.
It wouldn't start a second Korean war, because the first one is still going. They never ended that war, they just stopped shooting. South Korea, meanwhile would respond before Pyongyang's missiles even left the launchpad. Only unlike their northern neighbours, South Korea's military equipment is modern and actually works. They'd intercept the North Korean missiles over North Korea, then proceed to bomb the living hell out of Baby Kim.
Russia and China have no problem backing the north up in a war of words, but they've told the Kim family several times that if they launch actual missiles at any capitalist pig-dogs they'll be doing it entirely alone. Russia and China have too much going on in business deals with the capitalist pigs to risk it all in an idiotic ideological war.
The South Korean Army (which is not concentrated in Seoul, or anywhere else that make make it a single target for a nuke) would march North and kill every North Korean leader they could lay their hands on and anyone else who resisted. The Americans would back them, threatening to nuke anyone (i.e. the PRC) who tried to stop them. Likely the PRC and and the USA would mutually agree to keep their troops out of it (i.e. no US troops North of the 38th parallel and no Chinese troops south of the Yalu River). If the Americans would agree to withdraw ALL of their troops from the Korean Peninsula once the country was reunified under the South, China might even welcome such an outcome.
North Korea is not going to bomb South Korea. The North Koreans are NOT suicidal.
They are not going to bomb Seoul North Korea and South Korea have cross-border relationships and mutual business interests

Will southern government collapse, and what will the south koreans, americans, japanese, and chinese people respond? Will north korea overthrow south's government? Will the second korean war start? Will international air traffic in chaos because of incheon airport stop operating?
