Looking at the points made in that essay, do they historically apply to all empires –?clearly not, how about to empires excepting USA (if you accept that it is an empire),?not nearly as accurate as portrayed – so maybe the essay title is incorrect, or maybe the hypotheses are.
no, but recently has shown signs of decline, which may take hundreds of years. Britan/england had a global empire for over 800 years, spain for over 500 years.. both have declined, but did not 'fall',
