I agree with Kartik. Pakistan's only target is India. So they may not make an intercontinental ballistic missile. Maybe outta prestige issue some may make 'em. Chinese considers not only India a enemy but countries like USA. So they want missiles that can hit the targets over 14000 km away. So they made it. India may not even think of missiles that can reach 14k km. Because India wouldn't have any threats from any other countries other than Pakistan and China. Agni 4 is for Pak and AGNI 5 is for China. Just telling 'em we've enough powerful weapons. So they should think again. If we don't have such weapons, like Israel attacks Palastine, china also would've attacked India for every single reason.
Question is not how far you can hit, Rather Who you want to Hit.
Pakistan has only 1 target : India.
Hataf 4 provides Pak wwith capability to hit bulk of North India and some parts of West India at a stretch.
Given that this test was just so as to give food for thought to India , it meets its objective.
They are for different targets so draw your own conclusion as it is a matter of range.
The AGNI is for targets in China or else where, per hap Iran. They have sufficient HATHAF equivalent to deal with Pakistan if push comes to shove.
AGNI 5 - Intercontinental with range extending to 8000km.
