He made sure FEMA was prepared and was heading to the affected areas before Sandy got there. He also reached out to the state governments and expedited the procedures needed to declare a state of emergency, which allowed them to also request assistance from the national guard.

In other words, he was proactive, as opposed to GW Bush's response to Katrina.
