Some situations get lots of attention, but overall the nation just does not spend big money on this function. In America, for example, domestic spying by FBI and other parts of the govt. is extensive so that virtually every terrorist plot is discovered. Some argue that the WTC airplane incident was known about in advance, but investigators laid back to see who all was in on the planning.
India's ground level police are overwhelmed by their job... not enough of anything. India's population is enormous and the living conditions of the poor (and of bad guys living as if poor) are so squalid and unaccountable... no one can know what is happening in the squalid parts.... that bad stuff just can not be found easily.
