The lake would have attracted a lot of visitors to view and a holiday area.

well first, yes because Las Vegas & it's dinky little casinos existed before Bugsy got to town. He just built them up & turned the city into a mecca that attracted corporations who then ran the mob off (or underground). And someone with the business savvy would have come along & would have done what he did eventually.
Rephrase that question into
"WOULD VEGAS HAVE EXISTED without Bugsy?"
because I am sure the people who flock there are not generally aware of its history.
The locals probably do.
And they have him to thank for his idea to create the then gambling little district, which grew to be a town, then a city, then a cartel which has been copied all over the world.

Everybody knows who bugsy siegel is right? He was a friend of Lucky Luciano and he was a member of the Genovese crime family in New York in early 1900s. He basically built Vegas with all the Casinos in search of ways to find legitament buisness for meyer lansky and luciano.
