No, Congress did not allow it in 2009, they're not going to allow it now. Obama talks about it but that's it, it's not going to happen. This would be a threat to national security, those in GITMO are terrorists, connected to al Qaeda, bin Laden [doesn't matter that he's dead his IDEOLOGY is not obviously] and other Jihadist terrorist groups and terrorist cells. They're watched by U.S. MILITARY because they can be monitored. You don't want these people on U.S. soil or in a U.S. prison.
The IRS targeted conservative groups who applied for tax exemption and private donors to the Republican presidential candidate Mitt Romney. Gibson guitar , a Republican supporter was raided by DOJ with guns because they were supposedly using illegal wood. The mix up was from India not the U.S. company. Another guitar company, a Democratic supporter used the same wood and was not raided. This is just one example of why the IRS are in hot water right now and they lied under oath. Lerner the head of the IRS took the 5th, why would she do that if she had nothing to hide. She waived her rights when she opened herself up for questioning by testifying. When you take the 5th, you don't testify, you don't even say "peep"; she professed that she did nothing criminal, she did not know what was going on...OOPS.
There HAS been a renewed push to close Guantanamo Bay. It MIGHT happen---in time. The IRS has been caught targeting Republican "Tea Party" members. This gives the appearance of political intimidation on the part of the Democratic party.

I am not an American,but I can understand Barack cant possibly close this camp while there is extreme muslims held there. I know he wants to do so and will do so as soon as he can but your safety has to come first.
