Perhaps someone chose to ignore the evidence of the plot being hatched. Other than that I cannot see it. Did they capitalize on the event? The evidence was plain to see.

Our Government isn't smart enough. Committing a successful 9/11 attack and blaming others and not getting caught for over a decade is a bit of a stretch.
