Could 9/11 attacks be avoided?

If they hadn't sent the airforce in the wrong direction they could have shot them down.

If they hadn't trained the saudi terrorist in Florida to fly commercial jets.

If Bush and Cheney had not wanted an incident of this magnitude.

If you read the government's report on 9/11 there were numerous areas where better communication between departments MIGHT have been able to change something. Whether it would have shut the entire 9/11 operation down or not is pure speculation.

For example, the outgoing Clinton administration had written up a security report which, among other things, outlined possible plans by a terrorist organization to use a hijacked passenger jet as a suicide missile against a ground target. The incoming Bush administration did not read the report. They entirely disregarded it.

Another example: a flight school instructor down in Florida noticed one of the students wasn't interested in the class. When the instructor asked the student why he was taking the classes, the student replied he just wanted to know how to fly the plane - he didn't care about learning to read the instruments, or even how to take off or land. The instructor thought that was a bit odd...so he contacted the FBI. The FBI made a note of it and then...nothing. On 9/11, that student was one of the terrorists who flew his plane into the WTC.

Turns out, the CIA thought the student might have links to a terrorist organization but didn't have anything solid enough to go question him. Had the FBI's note about the flight school incident shown up, the CIA might have decided to go have a chat with the guy.

Would this have changed anything? Who knows. Maybe the guy would have blabbed about the whole plan. Maybe he didn't know anything beyond his own particular tasks and didn't know about the other plans. Maybe just getting visited by the CIA would have caused the rest of the terrorists to call off the whole thing and change their plans. It's impossible to say.

It's easy to look back at an incident and play the "What If?" game. COULD the attacks had been avoided? Sure. IF our intelligence agencies knew about it in advance, and IF they could have caught the terrorists before they got on the planes, or even prevented them from entering the country entirely. However this really isn't a useful exercise.

Instead, what we should be asking is "How can we prevent future attacks?"

I am not an American but assume the attacks went under the radar of the intelligence services? No-one would been expecting them. The first they knew was when the planes struck at over 500 MPH. The pilots were terrorists and qualified pilots. They knew how to fool the air traffic people.
