Excluding "intelligence", I'd say Americans. But if you weren't so specific, I'd say Africans because they are far less ignorant and don't go around with their heads up their asses 24/7.

Statistically Americans because Africa's education system is nonexistent in some areas. But you cannot generalize like that there are some better parts of Africa like South Africa especially now that Apartheid is gone.
