happy birthday in advance :) you could go to restaurant to have dinner or lunch , go to arcades or ice scating ( if you do have one at your hometown) , or just stay and home and relax , thats what i normally do for my birthday and just buy a birthday cake !

I don't know if your a boy or girl so I can't really help :( but have a goo birthday! I'm sure you will find something!
Ok I will leave with one option for girl and one for boy :)
Go to a spa/sauna/swimming pool leisure centre! They usually have a restraint or dining area too and it's quite cheap!
For a boy, go cart racing! If you all chip in a little!

rent a helium tank, and fill a bunch of balloons up with it. You could each write messages and send them off into the air.
For the food, you could go to your local food store (with adult supervision) lol, and buy some burgers to grill. Burgers are cheap and do the trick.
