I'm 14 and I pet sit. If you want little cash in your pocket you're to have a ton in your pocket my doing this. I charge $10 per day. You can also ask your parents if you can do some chores around the house for some money.
When I worked at Subway (the restaurant) I worked with a girl that was 13. She was homeschooled and got permission from her parents. During the summer school isn't even an issue. Basically, as long as you have parental permission and don't work over four hours (I believe is the limit kids can work), you can do any job where they'll hire you.
For babysitting just put posters around the neighborhood or call your parents friend and ask.

There's not much to offer until you're 17 or 18, trust me..I know. The most you could do is maybe dog walking, perhaps..maybe an ice cream parlor, or maybe a relative has a store you could sweep, or do small tasks in.
