It's an office building just like the WTC was.
The purpose of the Freedom Tower is to represent America and its freedom, it also stands for no fear and staying strong. It will be used as an office building. Many people prefer the Twin Towers be rebuilt, but they decided to make pools.
As far as I'm aware the freedom tower is more symbolic than a fully functional building at this time, it's floor-space is still up for sale/rent.
I don't think its completed yet ? When it is I guess it will be corporate business which takes up most of the capacity. and maybe some retail too.

The new Freedom Tower in NYC where the World Trade Centre used to be, what is it used for? Do people work there, or is it simply a monument to remember 9/11? What is its purpose?
