If someone says that, they cannot speak English. 'Groundbreaking' means new in the sense of being unique. News can never be that. It may be a new story, but it can never be unique.
'Groundbreaking news' is a contradiction in terms. It would only be used by a semi-illiterate fool.

No. It means no one has heard this particular piece of news before. When people start to build a building, they have a 'ground breaking' ceremony, because it's all new. It's the start.
