it is a grassroots aboriginal movement. basically some laws were passed by the government that the natives don't like so they are protesting in legal and illegal ways. They say that the government (that they don't recognize as their own) needs to give them more money than they already have for their land in this country (that they also don't recognize as their own). but yeah it is the movement to oppose the laws they don't like.
Idle means to be away for a while, and coming back at a later time. No more means that you are no longer away, and someone is glad that you are back.

Well idle means stopped, or not doing anything. It depends on the context, but I'd say it means the person who said it is doing something, after not doing anything for awhile. Apply that to wherever you heard it and that should help
