2 Things(Just like the New Deal):
Regulate big-money(banks, and business) so make banks take responsibility, not just deflect it on their costumers, and make businesses take responsibility to not just 'dump' work-force, because both of those have been, and are the KEY fundamental problems.
Something the government should do in a situation like this, is to start big government building projects, to create work, and with that work, create money that moves(because that's the big problem).
And 2, stimulate the low-/middle-class in your economy, if you put a 100 extra dollars in a single-Mom's hands, she'll spend it, if you (what we're doing now) protect big-money, they'll keep those millions in the bank. Economies need to have enough active money, and that's the SYSTEM-ERROR Reaganomics created, it allowed money to be bunched together too tight(before Reagan, there was a Top 10-15% of super-rich, now it's a Top 1%).
Sad part is, we're only doing about 1/3rd of that right now, and governments around the World refuse to free up the money, so it can be used(tax the rich, and give that money to the poorest). Which is leaving us as a World Economy with too much money parked in bank-accounts, wasting away.
Let the Federal Government spend to rebuild the Nation's infrastructure.
