Titanic lifeboats question?

All the lifeboats ended up on the Carpathia (which had begun speeding towards the Titanic after hearing the distress call), where the boat number, number of passengers, and the passengers' identities were thoroughly documented.

It was one of the most documented marine disasters of the twentieth century. Everyone actually thought that the mighty ship could not be sunk by the way it was compartmentalized.

When it did sink on it's maiden voyage?

Every mother's child wanted to know just what the hell happened and everything about the sinking was documented as best as possible.

So after all the interviews, the questions, the reports it was clear about who made it into what boat and where the boat was as the ship was sinking.

All we have to do is read the reports by the marine officials and we can see what lifeboat held who and how many etcetera.

The people who survived on lifeboat #2 were able to tell sources.

The U.S. Government held an Enquiry into what happened and asked for Official Statements from Crew and Passengers regarding events on the ship.

It was all recorded when the people from the lifeboats were rescued

It was documented.

I was wondering how do they know how many people boarded each particular lifeboat? For example, from the History Channel's Twitter: "Boats No. 2 and 11 launch. No. 2 can carry 40 people, but leaves with only 18. No. 11 is made up primarily of crew members."

How do they know that lifeboat number 2 had 18 people aboard it?
