That is really creepy... I would phone the police not 999 though :L and tell them how you feel you can't really get proof of this sort of thing as theres soemthing not right. You never know he may have a criminal record of some sort. I definitely don't think your being paranoid. Theres a million things he could have planned... Why the hell would he be taking pictures of your house or what ever he was taking if he lives across the road from you?
Phone the police better to be safe than sorry there is deffinitely something wrong with this guy. It's not normal!!!!
Why did you not challenge him . All you had to do was go out and ask if he was looking for someone . . See what he would say .
And then throw him a line that you noticed him there before and by the time the police arrived he had been long gone.......

If it was me I would walk over and ask him if he was taking photos of me or my house and if so why. I couldn't not do that, my curiosity would make me go across and ask. You don't have to be aggressive just ask.
next time you see them staring, stare them dead in the eye and if they keep it up slowly raise you fist and then pop the middle finger up at them, I did that to my creepy neighbour and funny enough they never did it again.

Last night I was watching TV and I go to close my curtains when I see him looking at me as soon as I look he walks away and twice before I've seen to camera flashes through my window, I'm not going to call the police for the one reason of I have no actual proof I don't know if I'm just being paranoid or if I should call the police because something isn't right about him...
