It's one of those things that wouldn't be an issue if people did it carefully, but since you can't trust the general public to do anything carefully, it has to be banned.
I do it all the time, and I live in NYC. It's just that you can't be staring down at your phone for 20 seconds at a time while you do it unless you're at a really isolated place. I look up , behind, try to see if anyone is coming around the corner, and i look to the place I will be at before i start doing it. (sounds like a lot but being aware of your surroundings really does not take too much effort.) If It really cant be done, just wait for a red hand at the pedestrian crossing and start texting there!

great idea. I had a lady in Wal Mart run into me because she was texting and not watching where she was walking. I tried to get out of the way before that but it happened too fast.
Yes, I think texting while you are walking is very dangerous. People don't really pay attention to where they are going because they are distracted by their phone. Some people end up getting hurt somehow because they don't pay attention to their surroundings.
Yes a girl down the street from me was walking and texting on her way to school a bus didnt see her and ended up decapitating her it was so horrible my brothers gf was on that bus and felt it run over her
