Because a wheel needs to have circular shape so it stays in motion...in other words, rolling. If it wasn't a circle, and say, an oval you'd constantly be moving up and down during the ride, and if it was something with flat sides like a square or triangle, it just couldn't move.

all points equidistant from a center make a circle, and a three dimensional circle is a wheel. if all points are equidistant, it makes the smoothest ride! and the next best invention is bread ties
