It all depends on how far back you want to go, Saddam Hussein initially invaded Kuwait because the Kuwaitis were stealing Iraqi oil through angle drilling, i guess the Americans could have just told them to stop it, after the war the Kuwait border with Iraq was increased, not the best use of American taxpayers money or blood given that Kuwait was a far more oppressive regime.
If you wanna go even further back then the CIA shouldn't have armed and paid him to assassinate the former leader of Iraq, although he failed he was killed anyway and the Americans backed his rise to power.
Stopped him from doing what ? In 1991 the first Prick Bush attacked Iraq and ruined their military so they couldnt employ any weapons. Then for 13 years under Clinton, we bombed Iraq and created a protected zone in the Kurdish region. Isnt that stopping Saddam? The trials they held convicted him of killing Kurds in 1982. Thats as far as the trial got, when they strung him up on camera. The U.S. military probably thought that was a good idea so they could enjoy the spectacle.
When we were in the Gulf War in 1991, we should have stayed until we captured or killed him then. I knew that the troops were called out of Iraq too soon...before the job was finished. Many of us knew it was a mistake to leave that soon. It came back to haunt us.
"How could we have stopped Saddam Hussein?"
Stopped him from what?
We killed him so I'd say we HAVE stopped him.

It's 'have' not 'of'!
