The amount of funding needed to create protective housing for all of those at risk would have been huge and something i doubt the country could raise in such a short time.Also the time needed to build safe houses and evacuate people would have been too short so it would have been impossible to do. But I understand where you are coming from.
Look at haiti - when the earthquake occured in 2010 there was a lot of media attention and requesting of aid. As of today (3 years later) only about 40% of the collected funds have been released - this is a combination of aid from many different countries including japan, america and britian. And even today only about 50% of the rubble has been cleared. After the big media outbreak slowed down people forgot about it. Last year a cholera outbreak occured which is still happened due to many people still living in refugee camps. Many people have long forgotten about haiti but the country is nowhere near recovered yet and you can bet the same thing will happen to the philippines.
The poor always suffer longer unfortunately that is the way our world works. I think a lot of people would be up in arms is they knew how little was being done with donated money.
the storm even took the experts by surprise I don't think you are right with what you say it seems everybody has been affected there I have not heard of anyone sheltering in a concrete or steel shelter can you show a link to that.
No one is spared the awful wrath of Mother Nature's fury. And, no one can prevent it. The rich MAY have been able to store up some food and water, but if their homes were swept off of their foundations, the food and water were swept away. also. EVERYONE knew the typhoon was coming. No one could do a damn thing, either to stop it, or to protect themselves from it. Mother Nature is the great economic equalizer that man never could hope to be.
the exact danger area was not known precisely. A huge number of these shelters would have been needed to be within travelling distance of the population.
Sic transit gloria mundi. The same happened in New Orleans. When people vote for low taxation and storms like this only happen every 30 years, governments can find other things to spend money on.
So why didn't you warn them two years ago and give them enough time to do as you suggest.

The Philippines should have concrete and steel shelters, on high ground, with supplies for everybody. They knew the typhoon was coming. Rich people bunked down and let the poor go to Hell.
