From what I've heard that it was (b) the worst mass shooting. I've heard this from both local ABC7, CNN and HLN. Though, I have not heard that he was the worst ammunition buyer. The news stated that he bought (if the sources were accurate) 600-700 bullets online, and whether that was the record or not, I'm not sure.
