A little of both, maybe. Alton Nolen does not seem like a stable character. He had a record of felony drug convictions, even before this. He may even have been on drugs when the committed this attack; I would not be surprised.
And then he is said to be a recent convert to Islam, but I do not know anything about that. Did he receive instruction on Islam, and if so, from whom? For all I know, he could simply have recited the Shahada and then called himself a Muslim. The fact that he beheaded a woman suggests strongly that his "Islam" if any, was of the terrorist kind. But he may or may not have had any contact with Islamist extremists.
