Yes. It will begin with a war of distraction as the US economy goes flat, the reserve dollar is dropped by most nations, and social unrest in the US will lead to civil upheavel.
The US reserves the right to first strike with small tactical nukes on a battlefield. This will escalate into a full blown war on offshore US held installations. When that so becomes apparent the hostilities can't be contained, the North American continent will come under attack.
The second scenario is the old "terrorist false flag attack: by the US are her own people, blame it on a satellite nation friendly with either Russia or China. Population in the US will rally around their government believing the lie and justify another war that will then become into the first example.

Much as I dislike capitalism, it is capitalism that is likely to keep stupid politicians from starting a nuclear conflagration. The cost in financial terms, and the effect on 'the market' make it extremely unlikely.
