Yes, there are local self-defense forces of Ukrainian rebels fighting the Ukrainian government forces, some of which are the Ukrainian military. This has been going on since February when an illegal coup ousted the former President. The current Kiev government wants to regain total control of eastern regions including the self-proclaimed independent Donetsk region but the local civilians are armed and defending the area to prevent Kiev from taking control. The Ukraine government has killed over 1000 people according to the U.N. and 250,000 people have been evacuated out of the country.
