No one is going to do anything until it looks like either ISIS will walk into Bagdhad, or the Iraqi army (plus completely untrained volunteers) will drive them back to a safe distance. Iran are playing exactly the same tactics, Wait and see... and then only do enough to protect their own leaders reputations.
If only the American government hadn't given billions of dollars worth of arms and equipment to the Iraqi army, and then the Iraqis dropped so much of it, when they (wisely) ran away because they did't know how to use it.

Maybe only by 'air strikes'. The US military in 2014 has been so reduced by 'sequestered budget cuts' and discharge of troops from US wars in Iraq and Afghanistan ...that US military is half the size in 2014 it was in just 2012.
