Aside from all the hoopla about the perpetrators and the incompetence from the authorities, there is also the tale of the poor parenting that has led to these girls roaming the streets, sometimes dressed rather scantily, largely because their parents are morons and don't know how to look after them.

The usual argument in this situation is that it is up to the women what she does with her body and I'm a libertarian generally so i get that, but this does not cater for the liberty of the child in question who surely has a right to, not be born into a rotten environment.

Also, I'm not talking about a permanent sterilization, just something that can be removed if the person in question convinces the authorities that she is capable of looking after a child.
