If you want to complain, it would be the BBC you have to contact. Ofcom do not deal with issues relating to BBC programming other than regarding product placement, as the BBC Trust regulates everything else.
If you were complaining that a news article was one-sided / lacked impartiality, was offensive or simply inaccurate, then you would have grounds for a complaint, but from what you've asked, I think you'll be struggling.
A person complaining will not get a positive result/answer at all - just a load of waffle....its a waste of time.!!
When people finally 'wake up' and understand 'all' UK media broadcasting is under political control - they will understand why media reporting is so 'one sided' - the news events reported on (say) RT 'show more' of the UK political Internal/overseas actions than any UK based outlet.
The UK media ignore the Bahrain + other Saudi states peoples unrest/rebellion (because of billion £ contracts etc) and 'gloss over' other incidents....if reported at all.
If the UK peoples want a 'true account' of whats happening regarding our governments actions etc....internally/externally - we all need to view other outside media outlets.
The UK peoples have been 'brainwashed' by the government controlled media for the last 50yrs.!!.....and there are 'still' UK people that 'think' they live in a democracy within the UK.....gimme strength.!!
Its the BBC to decide who and what they report. i dont think its ever an offence NOT to report something except they may lose viewers ? The encl.link gives some complaint details.

Who can a comlaint be made to if a certain news website/channel completly fails to report on a matter whilst most other news companys do? Ofcom?
Also if enough complaints are made, what action can be taken?
