The Instrument of Surrender of Pakistani forces stationed in East Pakistan was signed at Ramna Race Course in Dhaka at 16.31 IST on 16 December 1971, by Lieutenant General Jagjit Singh Aurora, General Officer Commanding-in-chief of Eastern Command of the Indian Army and Lieutenant General A. A. K. Niazi, Commander of Pakistani forces in East Pakistan. As Aurora accepted the surrender, the surrounding crowds on the race course began shouting anti-Niazi and anti-Pakistan slogans.[69]
India took approximately 90,000 prisoners of war, including Pakistani soldiers and their East Pakistani civilian supporters. 79,676 prisoners were uniformed personnel, of which 55,692 were Army, 16,354 Paramilitary, 5,296 Police, 1000 Navy and 800 PAF.[70] The remaining prisoners were civilians – either family members of the military personnel or collaborators (razakars). The Hamoodur Rahman Commission report instituted by Pakistan lists the Pakistani POWs as follows: Apart from soldiers, it was estimated that 15,000 Bengali civilians were also made prisoners of war.[71]
Pakistan, indeed surrendered to India, although the then foreign minister, Zulfiqar Ali Bhutto initially tore away the surrender document in UN, instead of signing it. But that act of his was only meant to get political mileage that was very much needed, at that time for Bhutto who headed the nascent PPP.
It was primarily through the Geneva accord/conventions, that amnesty was given to the defeated Pakistani army of 93,000 strong by declaring them POWs, otherwise the scenario would had been too gory since the Bengalis were extremely infuriated.
yep it was a ceasefire as general yahya khan agreed to leave bangladesh, actually pakistan never fired upon indian forces over there and surrendered bangladesh to india because of lack of populace support.... then bhutto in a cease fire agreement took the soldiers and brought them back to pakistan thats what happened....

Recently there are reports that Pakistan never surrendered to india and 93,000 soldiers were never in indian captivity The photo so widely published is Indian propaganda and actually it was a mutual ceasefire.
