You can teach a dog to do a lot of things. After witnessing some of the drivers who WERE granted a license, I truly believe my dog would make a much safer driver.
Physically I think a dog is limited with turning things. There are very smart dogs, they are smarter than we think. There have been studies about how smart dogs really are. You can Google "studies on dog intelligence". Collies are very smart and so are Scottish terriers, dogs can recognize gaits without even seeing the person and car sounds for miles away as well as the smell of a person. I think National Geographic or the Science Channel aired one of these programs on dogs [I can't remember which one] People with seizures have dogs that can dial a phone, roll them over so they don't choke, know even before they have a seizure. Dogs can also recognize objects and remember things very well [most dogs].
Teaching a dog to drive is easy, but dogs don't have the patience to learn to putt.
That's silly really. You perhaps could train a dog to sit at the wheel and put their paws on it. But not drive !
A dog was trained to be sent in outer space and come back, if they can be trained to find criminals, why not to drive, besides, it don't take brains to know how to drive.
