The best place is the city hall of your town. Then you can also go to city archives and look at tax records, news articles by crossreferencing the archival news papers and police reports for any reported troubles arisng from that particular address.
You can be really lazy and just ask the old timers of the city.
It gets harder when the house is over a hundred years old because the record keeping is sketchy. Hire a detective or private investigator or go to any organizations in your city that seeks to save historical information and records. Good luck
