It can happen anytime when scientists make a chemical that is very harmful to humans that it suddenly changes the behavior of whomever it gets a hold of. Probably won't happen for quite a bit, or a very long time perhaps. Anyway, it can happen anytime.
Judging by some of the questions and answers on YA, I'd say it has already started ---- there seem to be a lot of brain dead people out there.
