There was an attempt in World War 2 by the Japanese to use long range balloons to hit targets in California and even some Canadian targets. They hit a few forests and caused some fires but overall they didn't have an effect and the Japanese stopped launching them because they didn't know if they were hitting us or not. The press covered them up until after the war because they didn't want to cause a panic so even today most people don't know about them.
