not a " zombie " apocalypse , but a breakdown of society , there can be many different causes . the 1 % knows that 7 billion is unsustainable . they will use some kind of de - population gimick . the cheapest , most efficient would be germs - i'm thinking some sort of recombinent DNA pathogen . they will need something that would kill 80 - 90 % . you can't have everybody die , you need somebody left to manage power plants and such , you don't want to pollute the land with nuke meltdowns . or have oil tankers crash . plus they need the space program to go full throttle due to the looming irreversible greenhouse effect that will kill ALL life in less than two decades. they have been experimenting with SARS , and MERS , hanta , babesiosis , tularemia , powassan , ebola , west nile " like " virus , and various food pathogens like E coli .
