911 Emergency calls are always recorded. Personal calls are either re-enactments or messages left on answering machines.
I'm pretty cell phone calls can be monitored and saved for a fue years before there deleted, But I'm not too sure on landlines.

On TV they're playing phone calls from relatives and stuff - who recorded these calls? I don't understand. Are everyones calls monitored 24/7?
